To support the preparation for the Professional Practice Examination (PPE), the HKILA Education Committee is pleased to host a series of lectures covering the five sections of the PPE syllabus.
We are delighted to announce that Lecture 2 will take place on 15 July 2026 (WED). This session features Ir Dr Owen YUE Lit-fung and Sr Phyllis CHUNG, who will provide expert briefings on Planning Applications under Section 2 and Construction Contract Tendering under Section 4.

Guest Speaker Profiles
Ir Dr Owen YUE Lit-fung
With over 30 years of diverse professional experience in logistics, transportation, and town planning across Hong Kong and Australia, Ir Dr has extensive background in managing complex planning applications (s12A, s16, s16A, and s17 Reviews) and leading major consultancy studies, including TTIA, DSIA, and VIA. He currently serves as Chairman of the Accreditation and Examination Boards of the Hong Kong Institute of Planners, Vice Chairman of the Planners Registration Board, and Secretary General of the Hong Kong Logistics Association.
Sr Phyllis CHUNG
Sr Phyllis Chung is a specialist in quantity surveying, commercial management, and contract advisory. She currently leads the Hong Kong market for Mott MacDonald’s project, programme, and commercial services. Throughout her career, she has supported diverse project teams in navigating strategic procurement, contractual risks, change management, and commercial governance across the full project lifecycle.
