The Hong Kong Institute of Landscape Architects (HKILA) has submitted a detailed response to the public consultation on the Biodiversity Strategy and Action Plan (BSAP), underscoring the vital role of landscape architecture in protecting nature and fostering climate resilience.
📌 Key Highlights:
– Establish cross-sector platform with relevant government bureaux and major works/ maintenance departments, relevant professional institutes and organizations.
– Review existing government-led committees and funding resources related to greening or conversation to explore integrating or synergizing them for the goals under BSAP
– Proposes integrating biodiversity into planning and urban design guidelines.
– Recommends expanding marine protected areas and restoring ecologically degraded urban land to align with KMGBF’s targets.
– Review and explore OECMs for existing or planned areas with ecological significance or with other cultural and socio-economic values.
– Establish “eco-friendly” zones in urban open spaces.
– Incorporate biodiversity in STEAM education.
– Stresses the importance of international collaboration and nature-positive design.

香港園境師學會(HKILA)已提交對《生物多樣性策略及行動計劃》(BSAP)公眾諮詢的意見書,強調園境建築在保育生態自然與應對氣候挑戰方面的重要角色。

– 支持跨局跨部門合作模式,並建議由行政長官在《施政報告》中作出承諾。
– 檢視現有由政府主導的與綠化或保育相關的委員會及資助資源,探索其整合或協同的可能性以實現BSAP的目標。
– 根據《昆明-蒙特利爾全球生物多樣性框架》,提倡將海洋保護區面積由現時5%逐步擴展至30%,並恢復受損的城市生態用地。
– 建議將生物多樣性納入規劃標準與設計指引中。
– 檢視並探討「其他有效保育措施」(OECMs),以應用於現有或規劃中具生態重要性,或具有文化及社會經濟價值之地區。
– 主張將都市休憩用地和綠化用地中的至少20%劃為「生態友善區域」,提升城市自然生態價值。
– 推動在STEAM教育中加入生物多樣性元素,培育自然意識。
– 積極參與國際合作,倡議自然為本的設計(Nature-positive design)及區域生態協作。
