HKILA hosted the briefing session on the government-proposed Kau Yi Chau Artificial Islands (KYCAI) on 10 March. Representatives of the Development Bureau, Civil Engineering and Development Department (CEDD), Planning Department (PlanD), and the consultant team of the project introduced to our members the preliminary proposals covering reclamation extent, broad land use, strategic transport infrastructure, and possible financing options.

President Paul Chan expressed support to the creation of a professional platform allowing the institute and its members’ continuous contribution of professional advice to the government. He believes that the wealth of international and regional experience of the Hong Kong’s landscape profession would be a great asset to the project.

The briefing session was moderated by landscape architect Patrick Lau, JP and Ms. Erica Wong, the two representatives of HKILA in the government’s professional platform for the project. Members considered the KYCAI requires unique identities and attractions, and had a fruitful exchange with the Study Team on various areas covering climate adaptation, development density, blue-green infrastructure, ecosystem services, public open space provisions and waterfront design. The government welcomed and committed to consider the views and suggestions by members.

We will continue to follow up on the project in due course.
