In light of the Government’s recent proposal to introduce the Electronic Road Pricing (ERP) Pilot Scheme, Civic Exchange engaged with academic experts, representatives from the government, and the industry to, together, explore:
• how we may promote movement of people and goods;
• what tools should be put in place to achieve this and make Hong Kong a more liveable city; and
• what important attributes we should take note of in the design of a successful ERP system.
With the valuable inputs we gathered, we prepared a position paper to outline our recommendations on this issue — an issue which has been up for discussion in Hong Kong since the 1980s.
