This year, in celebration and anticipation to IFLA 2026 to be hosted in Hong Kong, two new International Categories are created to welcome international practitioners’ projects!    The HKILA Awards seeks to promote excellence in landscape planning, design, management, communication and research in both public and private landscape projects. In Memory of Prof. Kongjian Yu (1963-2025)

In Memory of Prof. Kongjian Yu (1963-2025)   The Hong Kong Institute of Landscape Architects (HKILA) deeply mourns the passing of Professor Kongjian Yu, who tragically lost his life in a plane crash in Brazil. The world has lost one of landscape architecture’s most visionary figures.   After studying at Beijing Forestry University and later earning a Doctor of Design from Harvard GSD, Professor Yu returned to China in 1997, founding Turenscape and serving as Professor and Dean at Peking University. His pioneering work in ecological restoration and nature-based solutions, especially the concept of the “Sponge City,” transformed global approaches to climate resilience and sustainable urban design.   He received many international honours, including the IFLA Sir Geoffrey Jellicoe Award (2020) and the Cornelia Hahn Oberlander Prize (2023), and was recently named a Forbes 2025 Sustainability Leader. His celebrated projects—such as Yanweizhou Park, Qunli Stormwater Wetland, Shanghai Houtan Park, and Benjakitti Forest Park—embody his belief that modern landscape architecture is “the art of survival.”   Professor Yu shared a long and meaningful connection with Hong Kong, from his 1997 journey through China to his participation in the 2022 Hong Kong International Urban Forestry Conference. Many HKILA members also had the privilege of meeting him in Nantes during the IFLA World Congress 2025, where his vision, warmth, and generosity shone through.   He will be remembered for his profound contributions to ecological civilization and his ability to unite science, art, and humanity. His legacy will continue to inspire generations of landscape architects. HKILA extends our deepest condolences to his family, colleagues, and students. HKILA PPE 2025–Notification for Registration

Dear HKILA Associate Members,   The HKILA Professional Practice Examination (PPE) 2025 is now open for registration. Please note that registration for re-taking the oral examination (i.e. for candidates failed in the oral examination in previous PPE with exemption given by the BoE from repeating the written examination) is required. Joint press release for the report ‘Nature Positive Hong Kong: Harnessing COP16 Insights to Accelerate Biodiversity Action’ with Civic Exchange

  On 8 July 2025 the caption report was jointly released by The Hong Kong Institute of Landscape Architects, Civic Exchange, and The University of Hong Kong (School of Biological Science), Generation Climate Hong Kong, and Legislative Council Member Hon Chu Kwok Keung.   Stemming from insights gained from the Kunming-Montreal Global Biodiversity Framework and the Post COP16 Forum hosted in HK during Jan 2025, the report stands to urge for collaboration among policymakers, practitioners, and civil society to address the implementation gaps hindering biodiversity efforts. Hong Kong, despite its status as a biodiversity hotspot, has significant challenges, notably with less than 6% of its coastal waters designated as protection zones. The report emphasizes the necessity of recognizing biodiversity as a critical societal concern, tied to overall well-being and suggests four strategic areas for action: Climate and Nature, Monitoring Framework, Mainstreaming Biodiversity, and Financing Mechanism. A key recommendation includes establishing a Hong Kong Nature-based Solutions Hub by 2026 to foster capacity building and explore financing opportunities, alongside enhancing biodiversity indicators and integrating nature into urban planning.   HKILA president Paul Chan joined the COP16 Biodiversity 2024 in Cali as a delegate and contributed to the report, attended as one of the panelists alongside Professor Christine Loh (HKUST, Civic Exchange founder), Mr Chu Kwok Keung (Legislative Council member) and Ms Joanne Chu (Generation Climate Hong Kong co-founder) and the event’s host Kitty Tam (Civic Exchange Programme Leader, co-author of the caption report). Essential Requirement for HKILA Professional Practice Exam (PPE) 2027

Joint Press Release (Release Date: 13 December 2024): The Hong Kong Institute of Landscape Architects (HKILA) in collaboration with the Hong Kong Institute of Architectural Conservationists (HKICON) Response to High Court’s Judgement on Conditional Approval given to the Environmental Impact Assessment (EIA) Report of the Proposed Housing Development at Fanling Golf Course

The Hong Kong Institute of Landscape Architects (HKILA) in collaboration with the Hong Kong Institute of Architectural Conservationists (HKICON) Response to High Court’s Judgement on Conditional Approval given to the Environmental Impact Assessment (EIA) Report of the Proposed Housing Development at Fanling Golf Course   The Hong Kong Institute of Landscape Architects (HKILA) and the Hong Kong Institute of Architectural Conservationists (HKICON) welcome the recent court decision to overturn the conditional approval of the Environmental Impact Assessment (EIA) Report concerning the Fanling Golf Course. While we support the vision of the Northern Metropolis Development Strategy Report and the Northern Metropolis Action Agenda 2023, we recognise the exceptional cultural landscape and ecological value of the Fanling Golf Course and its significant role in the holistic design and planning of the Northern Metropolis. We stress the significance of preserving the integrity of the Fanling Golf Course to uphold its exceptional cultural landscape and heritage value, which has been widely acknowledged locally and internationally. We urge the Government to thoroughly reassess all viable options for preserving the Old Course of the Fanling Golf Course and consider appropriate planning to preserve its integrity and authenticity. To achieve this mission, HKILA and HKICON have jointly established a Working Group on Cultural Landscapes, which engages interdisciplinary experts to offer constructive advice to the Government and the public. We are also encouraged by the ruling’s recognition of the importance of the Cultural Heritage Impact Assessment (CHIA) and Landscape and Visual Impact Assessment (LVIA) in the EIA reports. We respectfully call upon the Government to pursue initiatives that enhance the conservation of existing cultural landscape assets in Hong Kong based on the following recommendations: 1. Holistic planning of Fanling Golf Course within the Northern Metropolis Fanling Golf Course is located at the centre of the Northern Metropolis and holds strategic significance. With its rich cultural and natural assets, the Fanling Golf Course demonstrates a unique cultural landscape of the northern New Territories. In fact, it has received the prestigious recognition of the 2023 UNESCO Asia-Pacific Awards for Cultural Heritage Conservation. In the long term, cultural landscape should be incorporated into Outline Zoning Plans (OZP) to regulate, conserve, and manage such heritage assets in a sustainable manner. This approach could be adopted by referencing the successful area-based protection of natural landscapes and habitats in the OZP. 2. Formulating policies and guidelines on the cultural landscape Currently, heritage conservation policy prioritises the preservation of buildings and structures yet overlooks the significant value of cultural landscape. We recommend that the Government to establish an interdisciplinary professional platform to review the definition of “site of cultural heritage” beyond buildings and structures to explicitly cover cultural landscape in heritage conservation. The Government should also develop policies and guidelines for cultural landscape that emphasises holistic conservation and management approaches to promote cultural continuity and sustainable development. The Antiquities and Monuments Office’s (AMO) current grading system has covered a few clusters of buildings / cultural landscapes and non-building sites. It was a good step forward, and potentially, it could pave the way for a full review of the grading assessment process to include the setting of graded buildings and heritage sites in general. 3. Establishing a database on the cultural landscape To ensure an effective regulatory framework for heritage conservation and to avoid inappropriate development or land-use changes that may impact the cultural landscape, we recommend the Government establish a cultural landscape database to identify and recognise significant historic urban and rural landscapes, heritage trails, and other important historic sites in Hong Kong by deploying Geographic Information System (GIS) and innovative technology for an accurate database. The initiative requires funding support for research, documentation, and conservation efforts for cultural landscapes while providing resources and technical assistance to aid private owners and local communities in preserving heritage assets. 4. Partnership on the promotion of cultural landscape We recommend that the Government partner with relevant stakeholders and explore suitable use of land with cultural landscape value in Hong Kong, such as, but not limited to, the Fanling Golf Course. To promote public awareness and appreciation of cultural landscapes, collaborations with relevant stakeholders, including professional institutes, local communities, universities/schools, and non-governmental organisations, are essential. In this sense, the Working Group on Cultural Landscape, jointly established by HKILA and HKICON, is a suitable platform to cultivate partnerships with international organisations, such as UNESCO, government departments, and private and public institutions to facilitate knowledge exchange and localise the scope of cultural landscape in Hong Kong. 5. Nominations for registration of Old and Valuable Trees (OVTs) at the Fanling Golf Course Fanling Golf Course has many beautiful mature trees which form an indispensable part of the cultural landscape. Concerning the mature trees within the 32ha land proposed to be resumed by Government on 1st October 2023, as suggested in the Judgement, “the starting point is to recognise that Old and Valuable Trees (“OVTs”) can only formally exist, or be registrable because they are, on unleased government land. But it is obvious that land which is about to be taken back and become unleased government land may have on it potentially registrable OVTs.” The 32ha of the Old Course proposed to be resumed by the Government contains 222 potentially registrable OVTs. We recommend the addition of these trees to the OVT Register in accordance with DEVB TC(W) No. 5/2020 as an invaluable asset to our community that will positively impact the city. 6. Involvement of Registered Landscape Architects and Architectural Conservationists in Advisory Council on the Environment (ACE) It is self-evident that Hong Kong’s landscape is a foundational element of our environment, and the preservation and protection of Hong Kong’s landscape should form a vital part of strategic policy on the environment. The case of the proposed housing development at Fanling Golf Course has revealed the need for quality assessments of Landscape Visual Impact Assessment (LVIA) and Cultural Heritage Impact Assessment (CHIA) under the EIA framework. We recommend the appointment of Registered Landscape Architects under the Landscape Architects Registration Ordinance (Cap. 516) and Architectural Conservationists to the Advisory Council on the Environment (ACE) to ensure the voices of relevant expertise are represented in the EIA assessment process. Both LVIA and CHIA reports should also be conducted under the supervision of Registered Landscape Architect and Architectural Conservationist. 7. Introducing Registered Landscape Architects to supervise and safeguard the quality of Landscape and Visual Impact Assessment (LVIA) and tree survey in EIA One of the major arguments in the EIA report is related to the quality and accuracy of landscape resources and tree surveys. We strongly urge the Government to safeguard the quality of these surveys by enforcing the requirements that LVIA and tree surveys must be undertaken under the supervision and endorsement of Registered Landscape Architects listed under the Landscape Architects Registration Ordinance (Cap. 516) to ensure the quality of surveys and assessment in future EIA reports. With the growing local engagement and international recognition of Hong Kong’s cultural landscape sites, HKILA and HKICON believe proactive conservation planning of the city’s historic and cultural landscape resources is essential for enhancing its reputation as a highly liveable and sustainable city. We are committed to supporting and contributing to Hong Kong’s sustainable development and look forward to collaborating with the Government and stakeholders in our shared mission of heritage conservation.

Amendments to HKILA Bye-Laws

Dear HKILA Members,     I hope this message finds you well.     I am writing to inform you of several important amendments to our Institute’s Bye-Laws. These changes have been carefully considered and approved by the Council to better serve our members and advance the profession of landscape architecture. The summary of changes is as  follows:     1.17.4 Adjusted the Designation for Accredited Arborist of HKILA from AA to AAHKILA 4.13 Establishment of the Mainland Affairs Committee to address and manage affairs related to our Mainland counterparts, fostering stronger collaboration and engagement. 4.14 Establishment of the Panel on Accreditation and Membership to oversee the accreditation and membership processes, ensuring a more streamlined and transparent approach. 8.2 Added guidance for the acceptance of Accredited Courses under the Reciprocity Arrangement. 8.3 Added guidance for the acceptance of Accredited Courses without the Reciprocity Arrangement.   A copy of the latest Bye-Laws dated 11 Aug 2024 is uploaded to the HKILA webpage. These updates are part of continual efforts to enhance the governance and operational efficiency of HKILA. Please note that registration for re-taking the oral examination (i.e. for candidates failed in the oral examination in previous PPE with exemption given by the BoE from repeating the written examination) is required. Member News: Appointments to Urban Forestry Advisory Panel

On 30 December 2022, the Development Bureau (DEVB) announced that 16 non-official members have been appointed to the Urban Forestry Advisory Panel (UFAP) for a term of two years from January 1, 2023. Mr Paul Chan Yuen-king has been appointed as new non-official members and Professor Leslie Chen Hung-chi has been re-appointed as new non-official members (on personal capacity). The spokesman for the DEVB also expressed his gratitude to the nine outgoing non-official members of the UFAP including Mr Evans Iu Po-lung and Mr Patrick Lau Hing-tat, who are both our members. Invitation: Construction Month 2022 – MiC Play Unit Launch Ceremony

Dear Members,   We are pleased to share that the project “Mi-Play Unit” initiated by HKILA and the Construction Industry Council (CIC) is having its soft opening on 19 November 2022 at Zero Carbon Park (ZCP) as part of the CIC’s 築月2022 festival. This project originated from HKILA’s Transitional Housing Workgroup initiative last year to creating low cost and easily assembled/ dismantled landscape element for the residents.   The project received support from the following industry partners on pro-bono basis:   2 Square Metres – designer Play Concept – play equipment advice and the main body of the piece GreenWalls – vertical greening and nano-coating elements Tony Ip Green Architects – AP advisory service   The whole piece has been completed in only 1.5 month from design to completion, attach with some photos from yesterday, the team has been working hard getting the piece ready.   Even though our transitional housing initiative last year has been published in the press and journals, it is always better to have an actual piece built and installed for people to see, touch, and in this case play with it. Temporary Places of Public Entertainment (TPPE) licence for the piece is now being applied and once approval is obtained it will be opened to the public. Tentatively the piece will stay at ZCP for 3 months, we are currently liaising with relevant NGOs for the piece to station at different transitional housing site for the residents’ enjoyment.   We encourage members to pay a visit, can bring along your friends and family!   Regards, Paul Chan President, HKILA

新聞稿: 香港園境師學會就巴富街塌樹對樹木檢測之建議

香港園境師學會對樹木檢測之建議   巴富街塌樹是由真菌感染及根部生長空間受限所致,唯現有目測驗樹不易抽出這種情況,香港園境師學會轄下之「認可樹藝師審核小組」建議政府增加樹木管理及檢測資源,並系統性的按以下條件選擇具較高風險之樹木抽驗:   根部生長空間 (樹木根領位佔樹穴比例/地面以下之根系生長情況) 樹冠生長型態及冠幅 樹齡及高度 脆木品種 (鳳凰木 / 洋蹄甲屬 ) 人流/車流   鳳凰木屬淺根性,而巴富街倒塌的鳳凰木供支撐用的直根(Tap Root) 比一般鳳凰木為短,據現場人士所憶述,塌樹時亦沒有木質撕裂的聲音,根部受真菌感染而變碎,而早前亦把水泥行人路面更換為地磚,是次工程會否傷及樹根而令復原力弱的鳳凰木受真菌感染仍有待政府研究。   由是次事件可見目測驗樹法可能有欠全面,特別是樹木本身已有反應木(Reaction Wood)對向光性作出修正,而且有板根( Buttress Root ),樹藝師目測驗樹時或未能了解地面以下之根系生長情況而誤判。建議政府將來加入非肉眼之方式對樹木風險評估作出抽驗,例如非入侵式之透地雷達(Ground Penetrating Radar)檢測根部。   最新的樹木風險評估表格2憑藉樹藝師經驗填寫的部分較多,經驗較淺的樹藝師未必充分報告樹木缺陷的程度,故此按現時機制,未必可避免同類事件發生。現時一般樹木檢測合約內之施工條款(Specification)並未清晰界定樹藝師是否有責任檢查地面以下之根部,建議與業界商討,釐清樹藝師檢測範圍及責任。     長遠建議: 增添資源研究如何逐步使用地下塑膠支架承托地磚,以免壓實植土,並增加植土,讓根部伸展改善穩定性;   逐步取締樹穴(Tree Pit)種植模式,若現場情況許可,行人路新建和路面改善工程時改以路政署標準圖則Kerb Planter (Dwg. No. H5146)執行;   減少工程對樹木傷害,要求樹木管理部門之園境師於早期工程規劃階段參與樹木保護方案制定;   引入樹木工程現場監督制度,要求樹木管理部門之樹藝師,例如香港園境師學會認可樹藝師,監督受工程影響之樹木冠部和根部修剪,特別在滴水線內之施工;   參考植樹泥土體積的國際指引,審視如何改善現有樹穴;   若對根領位(Root Collar)堅實度有疑問,可以45度作操作阻力測試鑽探儀 (Resistograph) ;   強化樹藝師對真菌及害蟲之認識和樹病學(Dendropathology)之應用;   長期對重心偏移的大樹樹冠作適度修剪,以減輕樹冠重量及移除枯死枝幹。   希望以上措施能系統性的抽驗具較高風險之樹木,盡快重拾市民對城市樹木檢測的信心,減少不必要的擔憂和非必要的樹木移除。     周兆珩

Press Release: The Hong Kong Institute of Landscape Architects’ Response to Policy Address 2021

The Hong Kong Institute of Landscape Architects’ Response to The Chief Executive’s 2021 Policy Address The Hong Kong Institute of Landscape Architects is in support of the policy address this year. There are many bold initiatives which are aimed at improving Hong Kong overall and we look forward to working with Government to bring positive results to the development of Hong Kong.   We believe in a well-planned city in which public spaces are equitably distributed, well-vegetated, well‐managed, clean, and welcoming. The plan to group together districts from Tin Shui Wai to Man Kam To to Yuen Long South, suggests to us a positive step towards comprehensive planning to bring about holistic results to improve the quality of environment in much of the disparate areas of the New Territories. There are other similar suggestions of planning and area improvements such as Yau Ma Tei and Mong Kok study, and several ecologically sensitive zones including wetlands to be established as actively managed conservation areas. These are positive steps and we suggest the above masterplanning strategy is aimed at the SAR as a whole and we are hopeful that these equally important focuses of well‐planned development and protection of natural resources will be incorporated in a clear and legible manner in the 2030+ report. Implementation of holistic planning with equal focus and balance of development and conservation relies on clear data. The Landscape Value Mapping study provides factual information on the value of our land for landscape and ecology. This Landscape Value Mapping study should be included in the 2030+ plans and should form part of the blueprint for planning and development strategies for, again, the SAR as a whole.   We fiercely believe we are stewards of the land and the SAR for tomorrow must seriously tackle climate change and carbon neutrality. There are some promising steps to suggest sustainability is an overarching fundamental strategy to how we plan and operate the city, including the premise that new development will be led by mass public transport. We hope that in transport planning, emphasis will always be given to public transport, pedestrian and cycleways over roads which, no matter how well we regulate vehicles, counters carbon neutrality aims. We hope the mentioned recycling, waste management and smart city plans will bring substantive results towards carbon neutrality and quality living environment.   Building a liveable city requires good planning, sustainable measures, as well as good governance. We welcome the bold suggestion to re‐organise government structure which at macro and micro levels bring pride (enhancement in sports, creativity, and culture), harmony (welfare of the old, women, children and ethnic minority), and quality (dedicated attention at high level on transport and housing through the split of the bureau, and appointing dedicated Secretary to oversee large scale planning mentioned above). Landscape architecture offers multi‐prone attention in designing efficient settlements and ensuring quality environment. This is done at both district and neighbourhood levels. Landscape architects in civil service can serve the SAR better by being a standalone body to advise all government bureau and departments on holistic environmental planning, quality public realm creation, and effective open space and urban vegetation management. We hope the establishment of a Secretariat office to oversee comprehensive planning will include the discipline of landscape architecture and that all landscape architects in government will be pooled to this organization.     Click here to download the press

Standard Specification of Nursery Plant Materials for Guangdong, Hong Kong and Macau   Guangdong province produces and supplies over 90% of soft landscape plant materials for development projects of Hong Kong, there is however, never a common set of specification for use across the regions. HKILA took the initiative of launching the captioned project in 2018 to publish a standardized specification for soft landscape plant materials and in collaboration with Guangdong Landscape Architecture and Ecological Landscape Association (GDLAELA) (廣東省風景園林與生態景觀協會), the Association for the Promotion of Landscaping and Greening in Macao (APLGM) (澳門園景綠化促進協會), and the Hong Kong Landscape Contractors’ Association (HKLCA).   Download the document

Sir Geoffrey Jellicoe Award 2021

  At a virtual award’s ceremony on 18th August 2021, within the opening ceremony of IFLA’s World Congress 2020 taking place in George Town, Penang, Malaysia; IFLA President James Hayter announced Iraqi  Dr. Jala Makhzoumi  as the laureate of the 2021 Sir Geoffrey Jellicoe Award.   Jane Findlay president of the Landscape Insitute (LI) on behalf of IFLA’s president, bestowed the award to Dr. Jala in a pre-recorded event that took place in Birmingham, UK.   You may click here to read the full story or click here to read the full media

Professional Practice Examination (PPE) 2021

Professional Practice Examination (PPE) 2021 is now open for registration   The HKILA Professional Practice Examination (PPE) 2021 is now open for registration. Please note that registration for re-taking the oral examination (i.e. for candidates failed in the oral examination in previous PPE with exemption given by the BoE from repeating the written examination) is required. The written examination of PPE 2021 is tentatively scheduled at the end of November / early December 2021.   The following documents are attached for your preparation and submission for registration. 1. Professional Practice Examination – Rules and Regulations; 2. Examination Information Sheet; 3. Examination Registration Form; 4. Practical Training Record (Annex A1 -A3 and Guidance Notes); 5. Suggested Reference List; and 6. Submission Requirements of Practical Experience Presentation.   For applicants registered for re-taking the written examination, you are required to attach the eligibility notification for written examination issued in PPE 2020, and only required to submit the Practical Training Record for the period September 2020 to September 2021.   For applicants registered for re-taking the oral examination, you are required to attach the exemption notification for written examination issued in PPE 2020, and only required to submit the Practical Training Record for the period September 2020 to September 2021.   We accept submission of registration by email.   Registration by email could be made by submitting softcopy (in pdf format) of the registration package (including the Registration Form, payment record of Registration and Examination Fees, and Practical Training Record) to secretary1@hkila.com. Payment for registration and examination could be made by account transfer to: The HK & Shanghai Banking Corporation (bank code: 004 & account no. 033-211459-838). 2020 Sustainable Slope Excellence Award

2020 Sustainable Slope Excellence Award The close proximity of steeply sloping terrain to buildings and infrastructure in Hong Kong, coupled with seasonal torrential rainfall, inevitably brings with it the risk of casualties due to landslides. On the occasion of the 10th anniversary of the Landslip Prevention and Mitigation Programme, the GEO organised a special event, namely the”2020 Sustainable Slope Excellence Award”, with support from The Hong Kong Institute of Landscape Architects, Development Bureau – Greening, Landscape and Tree Management Section, The Hong Kong Institution of Engineers – Geotechnical Division, the Conservancy Association and Agriculture, Fisheries and Conservation Department. The event promoted good practice and enhanced trans-disciplinary input to integrate slope landscape design with ecological and sustainability considerations.   The competition has been successfully completed. Lantau Tomorrow Vision – Artificial Islands in the Central Waters Study – Expression of Interest

Agreement No. CE 15/2020 (CE): Artificial Islands in the Central Waters – Investigation   The Government of the Hong Kong Special Administrative Region (“HKSAR”) announced the Lantau Tomorrow Vision in 2018. The Vision aims to increase land supply to meet the medium-to-long term development needs of Hong Kong, and covers the development of artificial islands in Central Waters, North Lantau and the coastal areas of Tuen Mun, to be supported by a new set of transport networks connecting various development areas. One of the key initiatives of the Vision is to conduct a planning and engineering study on the first phase of the artificial islands in the Central Waters involving a total reclaimed area of about 1,000 hectares, together with a transport infrastructure study mainly for the priority road and rail connections linking the artificial islands with Hong Kong Island, Northeast Lantau and the coastal areas of Tuen Mun (“the Study”). Apart from housing development, the artificial islands will also support the development of Hong Kong’s third core business district. Carbon neutral, smart and innovative initiatives are the ingredients of the Study. Details of the Lantau Tomorrow Vision can be found via the internet link given at the end.   The Civil Engineering and Development Department (“CEDD”) is inviting expression of interest (“EOI”) from interested consultant firms for undertaking the Study, which is scheduled for commencement in mid-2021 for completion in 42 months. Please note that this letter does not form part of the tender documents. Information in this letter is only for general reference. Tenderers should refer to tender documents for details relating to the requirements and procedures of tender submissions for this Study.   All local and overseas consultant firms are welcome to participate in the Study. HKILA Professional Awards 2020 Announcement

Dear Members,   The HKILA is extremely proud to announce the 2020 Professional Landscape Awards winners this year. All the entries were of very high standards and our jurors from around the world had high praise of their projects. Here is a summary of the adjudication:   The adjudication was conducted in two stages. In the first each juror made a preliminary evaluation of the submitted entries against the detailed selection criteria, in the second they met online to debate the merits of the submissions, and agree on the winners. In a slight departure from previous award exercises, jurors’ discussions focused on the specific contribution of the landscape architect to the project. The jurors were impressed with the quality and richness of the work on show, and diversity of scale, type and geographical location of projects. Collectively the entries reflected the technical and intellectual strength of professional practice in Hong Kong and the very broad scope and relevance of work that HKILA members are presently engaged in. Landscape architecture can help our planet in managing two of our gravest problems – environmental degradation and loss of ecosystems through human mismanagement and climate change, and the health of our global communities. Through design, we can make our world a better place by focusing our efforts on the protection and management of the natural environment and humanising the effects of urbanisation and disruption to natural systems. Landscape architects share a commitment to manage our natural environments for future generations and to connect people with nature in our cities. We are committed to working with nature to provide healthy outdoor spaces, to manage urban stormwater, to ameliorate contaminated sites and to connect communities. Our role is to orchestrate safe and inclusive places that are also a joy to be in. Whilst COVID-19 will challenge our communities globally, it is also a call for solidarity, common sense and a renewal of common values. Soft Launch of Green Data Centres Practice Guide V1.0 & BEAM Plus Data Centres V1.0 (Beta 0)

Hong Kong Green Building Council (HKGBC) is pleased to announce that Green Data Centres Practice Guide V1.0 (Practice Guide) and BEAM Plus Data Centres V1.0 (Beta 0) have been soft launched, in order to solicit views of stakeholders. Data centre is a key IT infrastructure for both the Government and the private sector in positioning Hong Kong as a smart city and data centre hub. While global actions are calling for energy saving and environmental protection, data centres usually require high energy to operate. It is imminent that during the planning, design, construction and the subsequent management and operation of data centres to take into consideration of appropriate green practices and measures to help energy saving and environmental protection. In light of that, an assessment methodology for the data centre building type (including new and existing data centres) under BEAM Plus has been established by BEAM Society Limited (BSL) to assess the effectiveness of the green measures adopted by data centres. A Practice Guide is also produced to encourage data centre owners to implement/ enhance/ improve the relevant green practices and measures. See more:

HKUST Therapeutic Landscape PASS project – Report

Urban landscapes are not just for beautifying the city, not just to fulfill sustainable development principles, and not just to help combat climate change. More importantly given the latest widespread concern of COVID-19, urban landscapes need to confront issues to do with human health. The HKILA has the rare opportunity to partner with the Hong Kong University of Science and Technology Division of Social Science professor Stuart Gietel-Basten to investigate garden design with a focus on human health. We held a conference in November 2018 where nine experts in the field talked about garden therapy and how traditional Japanese gardens contribute to psychological and physiological human wellbeing. We visited Kyoto in September 2019 and visited ten gardens, temples and sites that are beautiful and spiritually uplifting. The 7th Congress of CTLA-Turkish Chamber of Landscape Architects and 30th Jubilee IFLA Europe General Assembly entitled ‘Landscape as a collective memory’ took place 6-10 November 2019, in Antalya, Turkey. Civic Exchange’s Position Paper on Electronic Road Pricing

There is significant Overlap Seen Between ASLA’s Report, Smart Policies for a Changing Climate, and Many Provisions of the Green New Deal Resolution. A wide-ranging proposal for a Green New Deal (GND) was introduced on February 7 in the House of Representatives in the form of a resolution sponsored by Rep. Alexandria Ocasio-Cortez (N.Y.), with a companion resolution introduced in the Senate by Sen. Edward Markey (Mass.). Although the current GND resolution is largely aspirational and includes few specific policies, it contains a commitment to core principles of urgent transformational change that are fully compatible with ASLA’s positions, and mirror the recommendations the Society already put forward in our Blue Ribbon Panel report, Smart Policies for a Changing Climate. The Tree Management Office (TMO), as the policy bureau for tree management, plays an important role in formulating guidelines and setting policy directions. The office should be led by a person with relevant professional qualifications and experience in landscape architecture and arboriculture. The HKILA considers that it is inappropriate for the Development Bureau to appoint a person who does not have expertise in these fields as the Head of TMO. We recommend that the government take prompt action to rectify this situation and adopt the principle of appointing the “right personnel for the right post”, and identifies a suitable professional to fill the post soonest possible. In this regard, the criteria for the person suitable for the post should include academic background in the field of landscape architecture and arboriculture and/or forestry with relevant professional qualifications, who also possesses relevant local tree management experience. Reply letter to 7 Professional Members submitted a joint letter to HKILA Council

Dear Members, Thank you for your letter to the Council on 9 April 2018. Your proposed amendments to 3 articles of the HKILA’s Constitution and request for an EGM for members to vote on the proposed amendments before the AGM have been noted. Having discussed the matter in the Council Meeting held on 10 April 2018, the Council is of the view that the proposed amendments, if adopted, would have a far reaching effect on the voting right of Associate Members, as well as their eligibility for election / appointment to Council. The Council considered this a significant matter, and that sufficient time is needed for members to understand both the background and original intent of the articles concerned, as well as the rationale behind the proposed amendments before making their decision. Thus, the Council concluded that holding an EGM before the AGM to vote on the proposed amendments would not allow members sufficient time to come to a fully informed decision. In order to provide an opportunity for members to understand the full picture, the Council will include this matter as a discussion item in the AGM on 27 April 2018, for members to discuss and deliberate on the proposed amendments. Then, an EGM will be held on (Friday) 25th May 2018 for eligible members to vote on the proposed amendments. Further details of the EGM will be provided shortly after the AGM. Accreditation news

The Education Committee is pleased to announced that the HKU MLA programme has received accreditation renewal following our June visit. The MLA accreditation is effective for five years so their next accreditation should be in 2022. Meanwhile they are required to provide the HKILA with a self-evaluation report two years from now, in 2019. Technological and Higher Education Institute of Hong Kong (THEi) has also submitted their landscape programme for accreditation. Evaluation is still in progress and results of the accreditation will be announced when result is confirmed. The HKILA has rolled out a new Accreditation Policy 2017. This replaces the 2012 Accreditation Policy with immediate effect. The 2017 policy can be downloaded from the HKILA website:

Creating a Better Pedestrian Environment to Improve Streetscape and Promote Walking

Subsequent to the Institute’s letter addressed to THB on 5 July 2017, HKILA Council Members (Tak Wong, Simon Ng, Iris Hoi) met with the new Task Force/Walkability established in the Transport Department specifically to address Hong Kong’s walkability in the evening of 10 August. We provided landscape advice and recommendations on pedestrianisation and walkability, such as, asking the engineers to consider many issues pertaining to changing the mindset of putting pedestrians over cars, and getting consensus/collaboration with all related departments to ensure the ‘people over cars’ urban corridors design is enforced systematically throughout Hong Kong and not just in pilot areas. We even asked them to have more than just engineers to help with the design, but include multi-disciplinary professionals including landscape architects and architects. It was a very positive meeting and we hope beneficial results will come of these discussions. The Programme Manager (Walkability), Ir. Kevin F.M. Accreditation Visits (29-May to 2-Jun)

The Accreditation Panel consisting of Alan Tate (happy with a victory sign), Chris Chung (centre of photo), and Kathy Ng (photographer – herself not present in this photo) undertook accreditation visits of the Bachelor of Landscape Architecture (Honours) programme at Technological and Higher Education Institute of Hong Kong (THEi), and the Master of Landscape Architecture Program at The University of Hong Kong (HKU); over the period 29th May and 2nd June. Code of Professional Conduct 2016

Due to the enactment of the Competition Ordinance (the Ordinance) on 14 Dec. 2015 and advice of Competition Commission, HKILA’s Code of Professional Conduct (CoPC) needs to be revised to reflect the removal of the Conditions of Engagement and Professional Charges (CEPC) which are considered having the object of harming competition and a contravention of the Ordinance. Attached please find the revised CoPC for your reference. Please be advised that CEPC have been obsoleted and should not be followed hereafter.

Joint Task Force on Stonewall Tree Management

Following the incident of felling 4 stonewall trees at Bonham Road on 7 Aug. 2015 by HyD, HKILA and HKIE had set up a Joint Task Force to review the current mechanisms of Stonewall Tree management. The Joint Task Force targets to complete the review within about 6 weeks and submit an improvement proposal to Government. A press conference was conducted on 20 August 2015 to announce the establishment of the Joint Task Force.
