Speaker: Ms Kay Tsui, Corruption Prevention Officer

Speaker’s short biography: Ms Kay Tsui (BSc(Surveying), MHKIS(QS), RPS(QS)) is the Corruption Prevention Officer of the Corruption Prevention Department of the ICAC and is a member of the Hong Kong Institute of Surveyors.  She has experience in advising government departments, public bodies and private organisations on corruption risks and preventive measures concerning their systems and procedures.

Details: The New Engineering Contract (NEC) has been widely adopted by the Government to deliver public works projects. Unlike conventional contracts, NEC, particularly Target Contracts, has a number of new features such as reimbursement for the Defined Cost for executing the works and pain-gain share mechanism. This workshop aims at highlighting corruption risks pertaining to NEC (mainly on Target Contracts) and corresponding mitigating measures, so that landscape architects may enhance their corruption prevention capabilities and avoid corruption pitfalls. Contents of the workshop are as follows:

•    Introduction to the Prevention of Bribery Ordinance
•    Corruption Risks and Preventive Measures on:
–    Contract Payments
–    Compensation Events
–    Subcontracting Arrangements
–    Partnering
•    Introduction of Construction Industry Integrity Charter 2.0
